The present work is the out come of a national Seminar held at Tirupati in March, 1989 which drew professionals of eminece and competence. Though a few hundred conferences and seminars have been held in India, yet this seminar stands unique in its character for the theme selected. The origins of the theme selected. The origins of the theme can be directly traced to the wider philosophical bases of librarianship embedded in Ranganathan's Second Law of Library Science 'Every Reader his /her book' and Shera's 'Social Utilization of knowledge'. The immediate inspiration for the selection of the theme was the result of the author's visit a few yeras ago to libraries serving the ethnicminorities i U. K. The democratization of Library services to all sections of the society presents an encouraging scenario in the west and has been accepted as a social necessity. In India the situation is different. It is a non-starter though good beginning has been made to serve certain types of handicapped. There is now a change in the outlook of the society to wards the Disadvantaged owing to one reason or the other. Rightly library service has been recognised as a vital factor in changing the destiny and lives of the millions of the unfortunate. It is in this direction the present book stock-takes of the current situation in India, deliberates over the problems encountered and suggests concrete proposals for starting and streng-thening the library sercvices for the Disadvantaged. This books has been acclaimed as timely. It being the first Indian book on the subject, it will be meaningful addition to any library and a useful tool to the planner and administrator.

Born in 1937, Dr. N. Guruswamy Naidu had his early education at Tirupati.
He earned his first degree in Library  Science from the University of
Madras in 1964. The Benares  Hindu University awarded him Master of
Library Science in 1970. He also holds a Master Degree in Economic  of
the S. V. University. He is  the recipient of the Ph. D. from the S. V.
University, the theme being 'finances of Public Libraries with Particular
Reference to Andhra Pradesh. ' After serving as the Libraries of Pachayappa's
college, Kancheepuram for a brief period, he joined the staff of the S.V.
University Library, Tirupati in 1965. He became the first full time Lecturer
in 1976, when the Department of Library and Information Science was started.
He was promoted as Reader in 1985 and later as Professor in 1989. Currently he
is the Head of the Department and also chairman, Board of Studies. he was
awarded Commonwealth Universities Fellowship in 1987 which enabled him to join
the International Graduate Summer School at the College of Librarianship,
Wales, United Kingdom. Taking this opportunity he visited a number of 
libraries in Britain and France. Author of a number of papers he has attended
many National Seminars and Conferences. He also participated in the IFLA
Conference held in Brighton, U. K. in 1987
