Public Library Development is a volume presented by Academic Librarian's Association as part of the centenary celebrations commemotationg Dr. S. R. Ranganathan's contributions to library and information science and services. Public libraries collect organize and disseminate information which is the basic resource for national desvelopment. They contribute to sustainging quality of life in all fields of human activity. They promote the concept of a democratic society in which equal opportunity exists for all to develop in to true citizens with whole and balanced personalities. Public library system to be effective should potentially be an expert system meant for establishing some measure of equal access and redistribution of the wealth of information. Library legislation is essential toensure such a system. Developing countries have not yet realised the need for such a system. Due to this non-recognition public libraries are facing a number of serious problems that can affect the qulity and speed of our progress. Papers included in this volume discuss the aims and objectives of pulbic library, evaluate the existing library systems, services and legislation, trace out hindrances for their effectiveness and put forward suggestions for reforming and developing public libardies to attain their goals.

Prof R. RAMAN NAIR is a post graduate in Library and Information Science from
Banaras Hindu University he has also Masters Degree in History, Bachelors Degree
in Law and qualifications in Public Administration, Computer Science, Hindi,
German etc. He has served Cochin University of Science and Technology, Centre
for Development Studies,Kirala Legislature Library, Trivandram Public Library,
Kasaragod Government College and H. H. Maharaja's College for Women. He is
currently the Librarian of Kerala Agricultural University. His published works
include Computer Application to Library and Information services, academic
Library Development, academic Library Effectiveness. Academic Library Automation
, Public Library Development and many literary works in English and Malayalam.
He has published numerous library science papers, literary articles and
translations and has presented papers at many national and international
seminars and conferences. He is a founder member of the Centre for South Indian
Studies, life member of ILA,IASLIC and AGLIS and academic canceller of IGNOU He
has designed and installed the first Multimedia Compatible Library automation
System (McLAS). His current research interest is on Information handling for
agricultural science.
